When we passed the Farm Bill in 2001--I think that is right, 2001--we were given a budget to work with by the Budget Committee for 10 years for our programs.

It seems to me that we need to have some societal type agreements that put some floors underneath this.

It sounds like we are doing dealing with cattle or some kind of livestock. Just round them up and ship them back.
