as we enter the 21st century, the American people have their eyes firmly focused on the future, and they know education is the key to that future. This morning's USA Today newspaper reported that of all the issues the American people care about or they want their Presidential candidate speaking about, education is No. 1. Eighty-nine percent rank it as the most important issue in determining their vote for President. That is why this debate is so important. It has been 6 years since we had the elementary and secondary education bill on the floor and I am delighted that we are finally having this debate. I am hopeful it will be a full and open debate with amendments that address the broader issue of education in this country. Yesterday, there was a lot of discussion about the failure of Federal education programs. We heard a lot of talk yesterday about how the achievement gap has widened and U.S. students are near the bottom of international assessments, teachers are not qualified, too many students can't read, and on and on. We heard all of these horror stories yesterday. I wish to state at the outset, first of all, that, like so many of my colleagues, I have traveled around the world. I have visited education systems in other parts of the globe. I wouldn't trade one education system anywhere in the world for the public education system we have in America.
