I also wanted to respond--and this is something I always like to point out when we talk about the high cost of educating kids with disabilities--I know it seems like it is a high cost, but then you have to look at the other side of the ledger. What is happening to these kids later on, what is society spending or saving later on during the lifetime of these young people as they go through school? I have some data here showing in 1974, the year before enactment of the 94-142, there were 70,655 children and youth with disabilities living in State institutions.
