First, I say to my friend, and he is a dear friend of mine--we have exchanged chairmanships on this committee going back over 15 years--as I said earlier in the Chamber, and I say again, the bill that our chairman, Senator Specter, put together and that we brought out on the Senate floor, we worked it. Our staff worked it. We got a 97-to-3 vote, I say to my friend. The bill that the Chairman brought to the floor we passed 97 to 3. It was a good bill. We always want to do more, but given the restrictions, that was a good bill. That is the bill we ought to have before us now. The problem is that the House wouldn't go along with it. But that doesn't mean that we have to go along with it. I appreciate the position the chairman is in. I have been in that position, too, in the past. I appreciate the difficult position he is in. But I want the record to be clear that this chairman brought out a good bill, a bill that was passed 97 to 3 by the Senate. I point out that this chairman fought very hard for our priorities and for health funding. I don't want anyone to mistake what I am saying. But I am just saying that the House and I have to say the White House, maybe through inaction or not being involved, let it happen and are now confronting us with this conference report that is totally inadequate. That is totally inadequate. I might add to my friend from Pennsylvania that what we are facing now is the result of a bad budget. That is what it is. We have a bad budget forced on us.…
