I hope we can get good support for this amendment on both sides of the aisle and get about the business of passing a good, strong, welfare reform bill this year in a bipartisan manner. The budget resolution goes about balancing the budget in all the wrong ways by undoing the modest good that was done less than a month ago when the Congress finally passed an appropriations bill for fiscal year 1996 that the President could sign. It is incredible to me that we find ourselves debating a budget resolution that undoes that deal that we had just a month ago. I hear a lot of talk from the other side they provide increases in education. Make sure you look beyond the blue smoke and the mirrors because it simply is not true.
