I say to my friend that the Fish and Wildlife Service has to abide by the Administrative Procedure Act and the laws passed by Congress. The Congress has every power to review and to keep the Fish and Wildlife Service--as the Senator knows, because we have done it-- from doing what they want to do. We have that power. I don't see that in the amendment here. We have the power now. I don't see it in this amendment.
