Sometimes--I am not mentioning any names--sometimes we talk with colleagues about the rules. There is kind of a smirk: Oh, yes, we have business to do around here. And there is sort of--I detected it lately--there is sort of: ``Well, the rules are the rules, but if we have the votes, we don't care.'' That is a terrible attitude. As the Senator from West Virginia said, it really returns us to the Dark Ages when we were a lawless, ruleless society.
