Mr. President, the vote comes on what we are going to do and that is--as my good friend Senator Manchin said--to keep interest rates low for students. What this means for our students is that the student loans for all undergraduate students will be reduced from 6.8 percent to 3.86 percent this year. It will be lower than 6.8 percent for the next 4\1/2\-- almost 5--years. Do our students and our families a favor. Vote for final passage. Keep the interest rates low and make sure our students are not paying a 6.8-percent interest rate this year, next year, and the year beyond. The PRESIDING OFFICER. The Senator from Rhode Island.
