I want to thank Senator Alexander for all of his participation in this.
The single largest factor...has been the State abdication of that, State disinvestment.
Our national policies should no longer have a bias toward institutional care.
That's why I've worked hard to strengthen investments in public health preparedness and response capabilities at home.
