That is what I thought. My proposal is to change the environment. That is what we have to do. I say we have to change the environment. The American people want it changed, the scientific community wants it changed, the head of NIH--former head of NIH and 525 different advocacy groups out there want it changed. Why should one person--the President of the United States--have the say-so of what is moral and what is not moral, depending upon a time?
