This is a statement I wish I did not have to make. Jim Sourwine, who has almost 40 years of Federal service, including more than 30 on the staff of the Senate Appropriations Committee, will retire this month. He not only served the committee but the entire Senate as a professional staff member. And when I say ``professional,'' I really mean it with Jim. Always courteous, always helpful, he is an appropriator's appropriator. He worked for Republicans and he worked for Democrats, with equal diligence. He treated every Senator with respect, and we respected him as well.
