“Mr. President, earlier today, I was listening to the Senator from Illinois, Mr. Durbin, and he talked about coming over to the Senate floor from a meeting over in the Dirksen Building, which he said is about a block away, but he said it was like going from the real world to a surreal world here in the Senate. As I have listened to some of these Senators on the Republican side speak since then, I think Senator Durbin is right on the mark. What is going on here?
