I am aware, I say to my friend from New Jersey. In fact, under the President's budget this year, as we are now giving more and more tax breaks to the wealthy, there is a cut in funding for the National Cancer Institute. For the first time in my career, since I have been here, we are actually cutting funding under the President's budget for the National Cancer Institute. Now, we here are going to try to put that money back in sometime this year, but I am just saying that the President's budget, what he sent to us, cuts money from the National Cancer Institute. I say to my friend from Illinois, he is right on target. On August 9, 2001, President Bush got on television, national television--I remember watching him--and it was shortly after 9 p.m., and he made this executive finding that stem cells derived by our Federal researchers prior to 9 p.m. on August 9, 2001, were OK. We could use those for research. That was OK. That was ethical, moral, legitimate. But any stem cells derived after 9 p.m. on August 9 of 2001 were not ethical; they were immoral, not legitimate, and could not be funded by the Federal Government. I thought about that. I thought, why did he pick 9 p.m.? Why didn't he pick 9:15? Why wasn't it 10 p.m.? Or 8:52? Why 9? It was just plucked out of thin air. It seems to me if it was wrong before, it was wrong after. Or if it was correct and good before, it was correct and good after 9 p.m. It was totally arbitrary.…
