this is the amendment about which I spoke a little while ago on the Senate floor regarding setting a maximum national cap on salaries and bonuses for people employed in the Workforce Investment Act programs across the United States. As I said earlier, States can set lower, but this would at least set a maximum which anyone could be paid in salaries and bonuses in any of those programs. I thank the chairman of the committee for being willing to let me set aside the amendment and offer this amendment. I yield the floor. The PRESIDING OFFICER. The Senator from Washington. Energy
