I want to congratulate the distinguished Senator from Tennessee for bringing a tough budget onto the floor. It is tough. But, overall, it is fair. Obviously, each of us could design one differently in regard to how we feel. But it has been a very tough assignment for the Senator from Tennessee. He has done a superb job in putting it altogether and bringing a budget here that continues to cut the deficit and bring the deficit down. The Senator from Tennessee deserves all of our thanks and our praise for making sure that we cut the deficit and bring the deficit down. I want to compliment him on that and recognize his efforts in continuing this effort to bring our budget deficit down.
