It is exactly what we are talking about. I point out that in the administration's proposal for their farm support this year, they will use a 5-year average of gross income--gross income. Look, what about the increased price of fuel, machinery, fertilizer, seed, and, thanks to the Federal Reserve System, increased interest rates? I said before and I say to my friend again that the farmer has a $100,000 gross income averaged over 5 years. But if his costs are $92,000, what does that mean? It doesn't mean anything.
