The USA Retirement Funds plan that Senator Tom Harkin (D-IA) proposed in his July report entitled 'The Retirement Crisis and a Plan to Solve It' builds upon the lessons we have learned from the weaknesses of the current retirement system and is a good place to start building a modern retirement system because it manages the cost, risk, and adequacy tradeoffs quite well.
