Fraud is not a political issue. This is mom and apple pie stuff.

Agencies need to be able to use the kinds of tools that banks use, that technology companies use.

There is very likely enormous fraud in those programs, and there is very little fraud prevention tools being used today.

I think these conversations that need to happen, because these problems are not easy. They are going to require compromise.
