I am submitting for inclusion in the record a pair of brief memoranda prepared by the Committee on Standards of Official Conduct that summarizes these amendments. These memoranda cite to rule numbers in use prior to the recodification of the rules. I also wish to state that the amendment concerning consultants is intended solely to subject consultants to applicable provisions of the House Code of Conduct. It is not intended to confer on any consultant the status of employee generally, nor does it subject consultants to any other provision of House rules or public law applicable to Members, officers, or employees of the House by virtue of such status. In particular, consultants remain distinct from and are not to be considered employees with respect to the Internal Revenue Code, Federal appropriations law, the Congressional Accountability Act, and any of the statutory provisions relating to retirement or other benefits available to employees of the House.
