H.R. 3963 authored by the gentleman from Montana (Mr. Hill) would establish terms and conditions under which the Secretary of the Interior must convey fee title to leaseholders in certain properties around Canyon Ferry Reservoir in Montana. Canyon Ferry Reservoir is a man-made lake located in central Montana near Helena. The Bureau of Reclamation presently leases 265 cabin sites around the lake to local citizens. This section would direct the Secretary of Interior to sell these leaseholds at fair market value to a private interest. The sites would be sold at public auction. The present leaseholders would then have the opportunity to purchase title to the land. This bill is a compromise negotiated with the gentleman from Montana (Mr. Hill) and Senator Baucus of Montana and with the administration. Mr. Speaker, this is a very important bill, and I urge my colleagues to support it.
