I seek this colloquy to discuss the Interior appropriations subcommittee action to reduce by $5.5 million the administration's budget request for the implementation of the Ute Indian Settlement Act. This settlement represents more than a simple authorization for future appropriations to the Ute tribe. It represents a binding obligation by the Federal Government to compensate the Ute tribe for past promises that were never kept. I am concerned that the members of the Ute tribe will view the subcommittee's action as breaking the Federal Government's commitment to abide by the settlement.
