let me point out that, as I looked at this and finally got the inspired version of what was in it, I would have to say there are awfully good things in it. People have worked very hard on this bill. I have the greatest respect for the gentleman from Ohio (Mr. Regula), the gentleman from Washington (Mr. Dicks), the gentleman from Wisconsin (Mr. Obey), the gentleman from Alaska (Mr. Young), and others who have worked on it. I know they had to probably tear their hair out a lot to come up with this. Just last Friday or Thursday, I got a lecture from the appropriators saying there are certain things they could not put in the bill. Well, why cannot we put it in the bill? Well, it has not gone through the procedure of this House. We cannot do it that way, because on the House floor we do different things. We look at the rules, and the rules do not let us do that. So I pick this up now; and as one of the authorizers with the gentleman from Alaska (Mr. Young) over here, I can count maybe 20 things in here that were never authorized. Now, how come last Thursday I get a lecture and say we cannot do these things like San Rafael Swell and other areas, but we can put these 20 in it when we are behind closed doors somewhere? That kind of bothers me a little bit, Mr. Speaker.
