I rise in favor of H.R. 2904, providing appropriations for military construction. H.R. 2904 provides $10.5 billion in budget authority and $9.2 billion in outlays for fiscal year 2002. It is fully consistent with the concurrent resolution on the budget and complies with the Congressional Budget Act. The bill provides exactly the amount of new budget authority permitted under the 302(b) allocation for the Subcommittee on Military Construction. Consequently, it complies with section 302(b) of the Budget Act, which stipulates that appropriation bills may not exceed the reporting subcommittee's 302(b) allocation. The bill exceeds the level requested by the President by $529 million in budget authority. The bill does not designate any emergencies. Nor does it provide any advanced appropriations. It does, however, rescind $67 million in previously appropriated budget authority. I commend my colleagues for working to produce a bill that is consistent with our national priorities and the budget resolution.
