Basically what he is saying is, ``You don't have to worry. Just keep going. Nothing needs to be changed. There's nothing wrong with what happens in Washington. There isn't one program that wastes money. There isn't one bureaucracy that needs to be changed. There isn't one program that needs to be reformed. There isn't one thing that needs to be done other than what we did last year to continue, just maintain the status quo.'' That is what the gentleman is saying. Oh, last year's agreement was so good, we do not have to change a thing. Well, go ahead and vote for that, and, as far as the Senate comment, do not make me answer whether or not we can do better than the Senate. We usually do as a body, and we will continue with this budget as well.
