“I rise in support of H.R. 2506, a bill providing the appropriations for foreign operations, export financing, and related programs. As chairman of the Committee on the Budget, I am pleased to report to my colleagues that this bill is within the appropriate levels of the budget resolution and complies with the Congressional Budget Act. H.R. 2506 provides $15.2 billion in budget authority and $15.1 billion in outlays for fiscal year 2002. The bill does not provide any advanced appropriations or designate any emergency appropriations. The amount of the new budget authority provided in this bill is within the 302(b) allocation of the subcommittee, and is also compliant with section 301(f) of the Budget Act, which prohibits consideration of measures that exceed the reporting subcommittee's 302(b) allocations. In summary, this bill is consistent with the budget resolution that the Congress has agreed to earlier. On that basis, as well as for the content therein, it is worthy of our support.”
