“I mean, does the gentleman think there is a difference between the 1990s and the period of the 2000s since what happened when we inherited the Clinton recession of 2000 and the attacks on the World Trade Center and the Pentagon of 2001, and the war with Afghanistan and now Iraq? Does the gentleman think there is just a little bit of difference between the 1990s and this next century that we are in? Maybe just a little. Maybe just a smidgen, it might be different. And even though we found all sorts of spending priorities during the 1990s, education and the environment that the gentleman talked about, it is interesting that during those 1990s, we did not seem to find the priority of national defense or intelligence or homeland security, or a prescription drug benefit for seniors.”
