Madam Chairman, the issue today is consideration of how to pay for the emergency. There is not anyone in this building who would disagree with the fact that we have an emergency, that we have a situation in this country where victims need our help. I believe that, everybody in this Chamber believes that, I believe. But we have come together in a bipartisan fashion to do one thing, to try to find a way to pay for this now as opposed to putting this onto the backs of our kids and grandkids.
