I rise in support of H.R. 2216, a bill providing supplemental appropriations for fiscal year 2001. As the chairman of the Committee on the Budget, I would advise my colleagues that this bill is within the levels established by the budget resolution and complies with the Congressional Budget Act. H.R. 2216 provides for a net increase in budget authority of $6.5 billion. This amount reflects appropriations of $7.9 billion in new budget authority and a rescission of $1.4 billion. The vast majority of the appropriations provided by this bill is related to national defense. This bill deserves our support. The Committee on Appropriations deserves our commendations for meeting our defense and domestic needs while staying within the levels agreed to by the Congress as part of the budget resolution. I compliment the chairman and the committee on doing so and I rise, as I say, in support of this H.R. 2216.
