I believe that the Senator from Alabama has done a very, very good job of explaining precisely what this legislation does, and what we intend it to accomplish, and also some of the problems we had in working our way through to this position of having a bill reported out of committee by an 18-to-0 vote. For sure, I cannot do better than Senator Heflin has done in his explanation of the legislation. I do not need to go into the sort of detail that he did. But I think that he has demonstrated why we were able to get this bill reported out of committee on an 18-to-0 vote. It is because of his outstanding leadership as chairman of the Subcommittee on Courts. So not only does the product before us demonstrate a lot of very time consuming hard work, but it also demonstrates a massive amount of leadership as you try to get people to compromise, to be reasonable, and still get a bill reported out of the Judiciary Committee.
