I am not saying there should be more, we should encourage any sort of bankruptcy filings. But we are finding so many of these cases that should be in chapter 13 are in chapter 7. The point of the legislation is to encourage the use of chapter 13, if it is necessary to file for bankruptcy, instead of chapter 7.
