“even though we are going to move forward with this amendment, I want to make the point that I believe that this amendment is not the right amendment. I am opposed to it at this point. I am going to take the amendment now in the interest of moving this bill forward. I will work with Senator Metzenbaum on this issue, but I reserve my right to oppose this amendment in conference. I also note that the Banking Committee will hold hearings on the rent-to-own subject next month which may lead to a more acceptable resolution of this issue.”
