I have to say I'm really the rookie of this group because all of my colleagues who are still here tonight had the great privilege of serving in their State legislatures. They've had to struggle with these issues, especially these important issues on ethics. One of the things that I talk to people a lot about coming from Iowa is how it just amazes me how other people really struggle with the sense of open and fair government because the State that I come from has probably the most fair reapportionment system of any State that I know of. In fact, there's been national news articles written about it.
