The Senator from Georgia is suggesting that there are a number of people in this body--and I am sure, whether it is 36, or 40, or 25, or 15--who want to make sure that we pass the chemical weapons treaty, or at least vote on it. It requires a two-thirds vote. If there is a one-third part against it, it will not pass anyway. And I say there are a number of people who would indeed tie those two together since both are deemed by a number of people with different reasons and different perspectives as important to national security.
