On behalf of Senators Heflin and Shelby, I offer an amendment which would expand the provision of the authorization bill which authorizes the Secretary of Defense to retain a number of civilian employees in any military base approved for closure by the 1995 BRAC round where an enclave is going to be maintained to support active and reserve training, and where the base is scheduled for transfer to the National Guard in 1997. Specifically, the amendment would remove the requirement that the base be scheduled for transfer in 1997.
