this amendment would repeal conflict of interest laws applicable only to DOE and not other agencies. It sets forth a sense of the Senate that executive branch officials should not be held criminally liable for failure to implement an environmental cleanup requirement where the failure is attributable to insufficient funding. I believe this has been cleared by the majority.
