The picture I am trying to create is a different kind of welfare recipient than what the so-called welfare as we know it kind of myth. These are people that are struggling to improve themselves. They are going to college, getting their GED and participating in the jobs program, which the Congress created in 1988. The problem with the jobs program, it was under-funded. It did not really reach out to enough of the parents. In my State there is a long waiting list. Many people want to get on it, want to get the assistance of education and job training. In 1992, the statistics show only 274 AFDC parents were even on the jobs program. As I understand it, it requires matching. So here is a case in which the Federal Government could take over responsibility of that wonderful program that was enacted in 1988, fully funded, make it a Federal program. And I believe that many, many more of the parents would take advantage of that.
