“let me state that I do not think anyone has worked harder on this issue than the gentleman from Indiana (Mr. Buyer). No one has worked with more diligence to try and put together a package that we can present to the body, some of which has already been mentioned, as the gentleman from California (Mr. Hunter) indicated about the prescription benefit. We do not want the good work that has been put together to get lost in this particular argument, and I do not even want to say it is an argument. As a matter of fact, that is one of the points I want to make. I do not think, and I hope that everyone on the committee would certainly recognize, that no one has tried to work harder than with the gentleman from Indiana (Mr. Buyer) than myself. This has been a bipartisan effort. And I really believe, I honestly believe, my friends, that we may be having a dispute over something which really we have no argument about.”
