The answer to that question comes from the gentleman from Georgia [Mr. Gingrich], and he said that he felt that the 7-year was intuitive on his part. Now, if intuitive is taken to mean generally or generically a kind of sense that this was the right time, a kind of emotional and mental guesswork, that might be the correct phrase, but I think he intuited, I would project, that this was the number of years in which the kind of accounting gymnastics that I have mentioned would allow him to say that the budget was balanced even only for the briefest of bookkeeping moments.
