Now, in this instance I happen to be familiar with it because it involves the Pacific Missile Testing Range in Hawaii in the Pacific. The necessity is, is it not, to upgrade these facilities to prepare us for the missile testing that will take place within the context of a Navy and Army and an Air Force which will have next-generation capabilities, not yet in existence but in process of coming on line now?
