I do not think that we would resolve that particular dispute today. Suffice to say that Mr. Thornberry has raised the issue as to whether the formula is so exact in this bill that it needs no further consideration, and I think his contention is that it should receive at least another good look before it passes into a final form to be presented to the President for signature. I think that, at a minimum, we deserve at least another look and I think that that opportunity exists in the other body.
