I am not only talking about General Shinseki as a decorated war hero but as someone who came through the ranks to become chief of the Army, and who, in response to a congressional inquiry, gave answers, as a soldier should to those who are in charge of the country by constitution, gave answers with respect to what would be required in Iraq should an attack take place in order to avoid encouraging and in fact perhaps even seeing a situation take place in which terrorism would expand, rather than be contracted or defeated. What General Shinseki indicated was that we were not engaged in a serious ``troops to task analysis.'' That is what this is about. This is not about attacking the President about his opposition to terrorism; it is whether or not his political policies have resulted in military activity which is in fact not only succeeding but increasing the terrorism that exists in the world.
