I could not in good conscience vote to advance a bill that paves the way for an up to 40% increase in year-over-year Department of Defense spending, especially as this administration wages an illegal war in Iran with no plan or end in sight.

The law is clear. Congress mandated that funds, with specific statutorily prescribed amounts, be provided for each grant program with specific statutorily defined purposes in each fiscal year.
