Mr. Speaker, I express my appreciation to new colleague, Mr. Palazzo, for his support of this critical bill. Those of us that live in the oceans and on the coasts completely understand the value of NOAA, again, as a matter of life and death in many cases, and we understand that NOAA can only do its job with a motivated, high-expertise Corps. Mr. Speaker, I continue to reserve the balance of my time.
