In closing, I would like to note that the CR that is being considered by the Senate this afternoon is at a rate that is $18 billion below the Sessions amendment. The amendment being proposed by the Senator from South Dakota proposes a rate that is an additional $23 billion below the Sessions amendment. To ask our agencies to continue to operate for the next 2 months at a rate that is $41 billion below the Sessions amendment will be devastating and is simply unacceptable. Under this scenario, every single program gets cut. I believe what I have provided my colleagues is a thorough analysis of exactly what you are cutting. Make no mistake, a vote for this amendment is a vote for cutting these programs. It is that simple. I, for one, do not believe this is the way Congress should be doing business, and I will oppose this amendment. I encourage my colleagues to do the same.
