“as I indicated earlier this afternoon, it was certain that this debate would become a highly emotional one. A few of us were involved in that ancient war, and we know what the Bataan Death March was all about. We do not condone that; we condemn it. We are not here to justify or provide a rationale for the actions taken by the Japanese troops; far from it. But we are here to maintain the integrity of our country and our treaties. Yes, we have provided provisions in the appropriations bill stopping our Departments from suing on certain issues, but never on a treaty. This one will break a treaty. So, Mr. President, I hope my colleagues will go along in support of my motion to table.”
