“Yes, in addition to the evaluation process provided for in the designation, the legislation ensures that such a 5-year review would take place. While we know enough about the area to understand the need to protect it, we will know far more about it in 5 years. In conjunction with the development of a Sanctuary the National Oceanic and Atmospheric Administration is already mapping and assessing the coral ecosystem of this area, and evaluating the status of its living marine resources. It will be important to use this information to evaluate whether the management of the area under the National Marine Sanctuaries Act, in conjunction with other marine conservation laws, is adequate.”
