title X of the farm bill contains provisions that would provide country of origin labeling for certain covered products. This program will specifically inform consumers right at their local markets whether they are eating U.S. products, or products produced under the laws of another nation. In a time of uncertainty about our economic, environmental, and personal security, we want to provide this level of assurance to our citizens and to our producers. U.S. origin labeling is important because it will allow consumers to vote with their wallets to support U.S. farmers, ranchers, and fishermen. This is important in the case of wild-caught fish, particularly in Hawaii, where we have traditionally relied on our vast ocean "backyard" for sustenance, chasing highly migratory species like tuna and swordfish as well as closer to shore species. I ask the distinguished Senator from Iowa, one of the managers of the bill, if this is not the purpose of the country of origin provision?
