“The STAC program is a collaboration among two State organizations and the Department of Energy, initiated by an agreement among the parties in November of 2003. The program was to be a 5-year pilot of a joint planning process between the States and the Department, resulting in projects that were multistate collaborations across the country, of interest to both States and the Federal Government, and cost-shared by the State at no less than 50 percent To date the program has had two competitive solicitations for projects, resulting in almost $24 million in buildings, industry, transportation, distributed generation and fossil energy activities, with over $12 million of that amount being provided by the States. These projects involve 36 different States.”
