“I want to take a moment to clarify an issue that may lead to some confusion with respect to the intent of section 211 of the Commerce, Justice, State title of this bill. The Statement of Managers incorrectly states that two foreign cruise ships will be allowed to reflag under U.S. registry for operations in the U.S. coastwise trade. This was a drafting error and should have stated, to reflect the bill language, that three ships will be allowed to reflag to U.S. registry. I simply want to confirm with my friend from Alaska that the bill language is controlling.”
