The legislative clerk read as follows: The Senator from Hawaii [Mr. Inouye], for Mr. Lautenberg, proposes an amendment numbered 1963. The amendment is as follows: (Purpose: To require the Secretary of Defense to maintain a website listing information on Federal contractor misconduct, and to require reports on Federal no-bid contracts related to Iraq reconstruction) On page 220, after line 25, add the following: SEC. 8116. ENSURING TRANSPARENCY IN FEDERAL CONTRACTING. (a) Publication of Information on Federal Contractor Misconduct.--The Secretary of Defense shall maintain a publicly-available website that provides information on instances of improper conduct by contractors entering into or carrying out Federal contracts, including instances in which contractors have been fined, paid penalties or restitution, settled, plead guilty to, or had judgments entered against them in connection with allegations of improper conduct. (b) Reports on Federal No-Bid Contracts Related to Iraq Reconstruction.-- (1) Reports required.--Not later than 7 days after entering into a no-bid contract to procure property or services in connection with Iraq reconstruction, the head of an executive agency shall submit to the Secretary of Defense a report on the contract.…
